stay away from the 50 1.8
ya, it's cheap and produces decent images - but that's besides the point. it's built like shit and autofocus is poor, slow, and noisy....and not very accurate. the manual focus ring is impossible.
you could pick up a used canon 40d for $500 +/-
screw the rebel series - much better to get a slightly used 40d/50d than a brand new rebel. you'll much more enjoy the size, feel of the body material, features, etc.
$500-600 for a body. that leaves you $1100-1200 for lenses...
you can go a few different routes for the wide/normal focal range:
canon 50 1.4 (~300-350)
or
canon ef-s 60mm 2.8 macro.
if you dont need the fast 1.4 glass the 50 offers, youll love the 60 2.8. it's sharp as a tack from center to edge wide open. and, it does 1:1 magnification if you want to fool around with macro shooting.
you could then go with a tamron 17-50 to cover the normal range, ($350ish), and for telephoto: canon 70-200L f/4 (~$550)
that would be a pretty killer start
